'佛坪县防汛抗旱工作情况汇报（2010年5月20日）尊敬的各位领导：你们好！首先，各位领导在百忙之中莅临我县检查指导防汛抗旱工作，我们深感鼓舞和振奋。同时也对你们的到来表示热烈的欢迎和衷心的感谢！下面，我就全县防汛抗旱工作有关情况作以简要汇报。一、防汛抗旱工作开展情况（一）高度重视，超前谋划。我县历年来高度重视防汛抗旱工作，今年3月中旬，县防指下发了《关于2010年防汛抗旱暨地质灾害防治工作安排的通知》，进一步明确了全县防汛抗旱工作总体要求和目标。4月21日，我县召开了防汛抗旱暨气象工作会议，对今年防汛抗旱工作进行了再安排，再部署。4月14日，市防汛会议召开后，我县迅速将会议精神进行了传达贯彻落实，牢固树立了全县各级各部门“防大汛，抗大洪，抢大险”防汛意识。（二）加强领导，强化责任。一是根据人事变动，及时调整充实了指挥部领导和成员，细化了县级领导和包抓部门的防汛职责，并落实了县级领导和指挥部成员汛期带值班制度。二是落实了防汛行政首长负责制。截至目前，全县共落实各级防汛责任人77名—53— 。三是落实了县级领导分工联系制，明确了县四大班子9名县级领导和9名防指成员具体负责联系乡镇防汛调度和指导工作。四是实行了防汛责任人公示制度，落实了全县6座小二（型）水库防汛行政责任人和技术责任人，并在新闻媒体上给予公布，增强了社会舆论监督和群众知晓率，有力推动全县防汛工作有序开展。（三）科学制订预案，严格实施程序。我县始终坚持“以人为本”的思想，以最大限度的减少群众生命财产安全为目标，从预案的合理性和可操作性入手，认真修改完善了《2010年城区度汛预案》、《佛坪县山洪灾害防御预案》以及重点部门和地段防汛预案27个。在预案编制过程中，全县各级各部门严格按照“四个明确”（明确预警程序和信号传递方式，明确安全转移路线、地点，明确抢险人员及抢险处置手段，明确避灾地点的临时安置方案）认真修编了各类预案，确保了预案的科学性和可操作性。汛前，全县9个乡镇106处山洪灾害危险区的预警监测人已全部落实到位。（四）及时补充防汛抢险物资，加大防汛抢险队伍建设。我县严格按照“安全第一，常备不懈，以防为主，全力抢险”的防汛工作方针，根据防御重点抢险工作需要，坚持“宁可备而不用，不可用而无备”的原则，及时对储备的防汛物资进行了补充。全县已储备草袋、编织袋等5.54万条，铅丝7吨、大绳11根，水泵30台，铁锨2195把，柴油机—53— 8台以及柴油、救生衣等新品种防汛物资。同时，针对大量轻壮年外出务工的实际情况，及时补充了防汛抢险队员，全县现有抢险队伍116支2720人，全面承担辖区内巡堤查险、抗洪抢险、应急撤离搬迁等防汛任务，保证了在汛期能拉的出、用的上、顶的住。（五）大力实施防洪工程体系建设。一是针对2007年“8.30”过后所暴露出的城区排洪不畅的实际情况，实行资金捆绑使用,积极筹措资金，在汛前对城区5条排洪沟以及水利局家属楼滑坡地段再次进行了工程治理。二是要求城建部门汛前对所有城区排污管道进行疏通、拓宽处理。三是结合基本口粮田建设，投资80余万元新建十亩地乡谭家河村，袁家庄镇的肖家庄村、老庵村，大河坝镇五四村，西岔河镇银厂沟村等6处1800米农防河堤和部分重要集镇的排洪设施。四是及时开展河道清障工作，汛前共清除河障7处，移动土石方2.3万立方，同时，责令所有采砂机械务必于5月31日前全部撤离河道，停止作业，确保河道静态迎汛。（六）深入检查，督促整改。今年4月初，由县水利局主要领导带队，以防汛办、河道管理站为主，对全县5乡4镇以及城区7个片区的防汛工作，按照“六查”（查防汛机构是否健全，查预案是否切实可行，查指挥系统是否灵活高效，查隐患是否限期整改，查防汛物资是否到位，查人员转移路线、点位是否明确）和“五不放过”—53— （没有检查过的地方不放过，隐患和薄弱环节不放过，隐患原因不清楚不放过，整改措施不落实不放过，责任人不明确不放过）原则进行了全面、彻底的拉网式检查。检查中做到了重点突出、从严从细、不留死角。通过检查，全县共查出防汛隐患13处，9处现已整改到位，其余5处责令5月30日前全部整改到位。二、下一阶段防汛工作重点前阶段我们虽然做了些工作，也取得了一定成绩，但这与“抗大洪，抢大险”的要求还有一定差距，下一阶段我们将牢固树立科学发展观和正确的政绩观，坚持以人为本，把确保人民生命财产安全放在首位，不断完善应急预案，创新工作机制，规范运行程序，科学调度防控，时刻保持头脑清醒，做到思想上不麻痹大意，工作上不放松怠慢，组织上不削弱涣散，切实把这项工作抓紧、抓细、抓好。重点抓好以下工作：（一）加强值班，灵通信息。继续实行汛期县防指领导及成员部门负责人带班、工作人员24小时值班制度，保证24小时汛情信息畅通，严格防汛纪律，及时了解掌握汛情灾情发展变化，确保各类汛情信息和防汛指令及时上传下达，确保安全度汛。（二）进一步认真落实防汛防旱责任制。继续坚持以行政首长负责制为核心的各项防汛责任制，切实加强领导，落实责任，真正做到思想到位、组织到位、措施到位、物资到位，层层抓好责任制的落实，真正把责任落实到企业、单位和人头，落实到堤防、水库、涵闸等每一处水利工程，做到防汛地段、防汛责任不空档、不空段、不空人。—53— （三）进一步加强山洪灾害防御工作。进一步建立完善山洪灾害防御组织领导机构及防灾减灾体系，建立重点山洪易发区预警监测、预报系统，完善水情、雨情、灾情测报监测预警系统和通信系统，建立健全以村组为主的互报联防制度，落实值班人员和责任，严密监测，保证汛、险情及时传递。同时，充分利用广播、宣传单、板报等多种形式，加强山洪灾害防御基本知识和安全教育，克服麻痹思想和侥幸心理，最大限度的减少人民生命财产损失。（四）进一步做好辖区河道的清查工作。对在河道内违章施工、开采砂场、料场、乱倒垃圾的行为，严格依据《中华人民共和国防洪法》的有关规定，给予查处，情节严重的要追究责任。对在河道的违章建筑物、人为设障，尽快查明责任，本着“谁设障、谁清除”的原则，限期清除，确保河道行洪畅通。最后，再次向检查组各位领导表示衷心的感谢！真诚的欢迎各位领导多来佛坪检查指导工作。祝各位领导身体健康、工作顺利！谢谢大家！—53—
