1总论1.1项目由来受川誉水电开发有限公司的委托,由×××水利水电勘测设计队承担骑龙水电站950KW的水资源论证工作。根据中华人民共和国水利部、中华人民共和国国家发展计划委员会2002年联合颁布的《建设项目水资源论证管理办法》及附件《建设项目水资源论证报告书编制基本技术要求》,针对建设项目的用水要求,结合取水河道的水源条件,基于论证区域调查与收集的资料,分析水源条件,论证各水源的水量,分析项目建设用水的合理性、项目建设取水后对区域水资源状况和其它用户的影响,提出允建项目取水水量等。1.2目的和意义为适应工农业生产的快速发展和人民生活水平的不断提高,解决×××电力供需矛盾,拟在××镇境内的骑龙河上修建骑龙电站。该电站为引水式径流电站,总装机容量950kW,多年平均年利用小时数为5477h,保证出力371kW,多年平均年发电量520.29万kW.h。工程投资846.32万元。电站投入运行后,有利于缓解当前电力紧张局面,将对全县经济的繁荣和发展起到重要的促进作用。经对工程效益分析,兴建骑龙电站财务上是可行的、经济上是合理的。根据《建设项目水资源论证管理办法》,需要编制水资源论证报告书。29 (4)《建设项目水资源论证技术标准汇编》1.4取水水源与取水地点(1)取水水源电站取水为骑龙河地表径流水。(2)取水地点根据水电站所在地理位置,确定拦水堰址位于××镇枣木村烂缸子处。1.5委托单位与承担单位委托单位:川誉水电开发有限公司承担单位:×××水利水电勘测设计队2建设项目情况2.1建设项目名称、项目性质建设项目名称:×××骑龙电站建设项目性质:新建工程,水力发电。2.2建设地点,占地面积和土地利用情况骑龙水电站位于四川省×××××镇大槽河中游的一级支流骑龙河中下段。东径106°06′至106°06′,北纬28°43′至28°41′该电站为引水式径流电站,拦水堰址位于××镇枣木村烂缸子处,厂址位于骑龙店子外边的骑龙桥处。29 工程永久性占地包括拦河堰枢纽工程、引水建筑、压力前池、压力管道以及厂区枢纽。征用土地调查范围是根据工程布置和施工组织提供的资料确定征用土地范围。永久性占地面积为14.8亩。其中拦河堰枢纽1.2亩,引水渠11.6亩,前池0.17亩,压力管道0.64亩,厂房及生活区0.43亩,进厂公路0.76 亩。2.3建设规模及分期实施计划(1)建设规模骑龙电站设计装机容量950kW。(2)分期实施计划1、工程筹建期本工程筹建期主要完成正式开工前由建设单位负责筹建。施工用电:拦河堰设置两台40kW的柴油发电机组;厂房在大长滩10千伏线路上安装一台80kVA的变压器。2、准备工程期承包单位接到监理工程师下达的开工指令后即可开始准备工程施工,各项准备工程可视主体工程开工时间不同而先后实施。准备期计划安排3个月,主要完成以下工程:场内交通:进厂公路的修筑。水、电建设。辅助企业:施工仓库、石料场开采及拦和站建设。办公及生活福利设施用房建设。3、主体工程施工拦河堰工程:根据拦河堰布置特点及施工导流方式,本拦河堰工程施工进度如下:29 为使主体工程按时施工,导流明渠开挖于第一年5月开始,到第一年6月完成;围堰填筑于第一年7月开始,月底结束,随即开始进行基础土石方开挖。第一年8月开始到10月拦河堰砌石到冲砂钢管,堰体高程达598.92m;第一年12月堰体高程达60052m的溢流段;第二年5月完成非溢堰,堰顶高程606.00m。厂房工程:根据厂房布置特点及水文资料,厂房施工进度如下:由于压力前池和压力管线不受洪水影响,土石方开挖安排在第一年6月开始,前池开挖第二年2月底完毕;压力管线土石方开挖于第一年12月底完毕,管道安装第二年2月初开始至5月底结束;厂房土建工程第二年4月中旬完成,4月中旬至7月机组安装完毕。渠系工程土石方开挖于第一年7月中旬开始,至第二年2月结束,浆砌条石和砼浇筑于第一年8月底开始至第二年5月中旬结束。整个渠系工程于第二年5月底全部结束。2.4职工人数与生活区建设一、机构设置骑龙水电站是一外资民营企业电站,主要供电地区是与××网络联网。在设立管理机构时,本着管理方便,职能统一的原则,是××市川誉水电开发有限公司的直属电站,由公司负责建设和投产后的经营管理。二、人员编制依据《小水电建设项目经济评价规程》(SL16—95)表B4.1小水电站定员编制参考表。该电站包括生产人员和管理人员,共编制18人,其中生产人员16人,管理人员2人。29 三、生活区建设生活区建在电厂厂区,与电厂整体布设统一规划。2.5主要产品及用水工艺(1)主要产品主要产品为电力能源。(2)用水工艺上游取水头部—引水建筑物—前池—压力管道—厂房—水轮机—下游2.6建设项目用水保证率及用水量、用水要求、取水情况(1)用水保证率及用水量拦水堰址以上控制流域面积48.1km2,多年平均流量0.602m3/s,多年平均径流量0.19亿m3。电站设计水头为176.10m,引用流量1.30m3/s,单机容量一台630kW,另一台320kW,总装机容量950kW,多年平均发电量520.29万kW.h。本次设计P=90%的保证流量为0.27m3/s,保证出力352kW。选用总装机容量950kW是保证出力的2.7倍,符合装机容量的倍比系数2.0—3.5之间选定机组的要求。(2)水质要求:本电站为水力发电,对水质,水温无特别要求,一般农业用水能满足用水要求。(3)水水源类型与取水口设置29 电站取水为骑龙河地表径流水,拦水堰枢纽位于烂缸子处的主河道上,由溢流堰、非溢流堰、冲砂闸和取水建筑物组成。取水口采用开敞式取水口。2.7建设项目污水排放情况3区域水资源开发利用现状及水文地质条件由于电站为水力发电,仅有生活区排出的极少量污水。电站编制人员为18人。平均用水量为3.06m3/天,年用水1116.9m3。该枯水年径流量0.134亿m3,生活用水排放量占枯水水量的十万分之八,生活污水经生化处理后达标后全部排放对河道环境无不良影响。3.1骑龙河开发情况骑龙河是大槽河中段的一级支流。发源于贵州省赤水市的尖子上,海拔高程为1358.70m,流经贵州省赤水市的长沙镇,然后进入×××的××镇境内,在三角潭处汇入大槽河,全河道长22.6km,河道平均比降为41.07‰,全流域面积为86.00km2,沿河多急滩,落差集中于中下段。骑龙河水能资源丰富,可开发量为1950kW.骑龙河共规划有三个梯级开发的水电站,骑龙水电站是其中第二个。3.2水文地质条件1、气象骑龙河干流全长22.6km,流域面积为86.00km2,河道平均比降为41.07‰,沿河多急滩,落差主要集中于中下游。流域呈羽状形,地形为南高北低,海拔高程265—29 1358m之间,中上游丛山峻岭,少量狭小台地分布,草木丛生,森林茂密,植被良好,水系发育,河流大部分穿行于高山狭谷之中,迂回曲折,险滩相连,河道狭窄,比降大;下游河面相对开阔,比降较为平缓,水量集中,农垦较比上游发达。骑龙河流域属中亚热带的湿润性季风气候,具有气候温和、冬暖夏热、雨量充沛、四季分明等特点。根据×××气象局1963—2000年气象资料统计:多年平均气温为18.0℃,历年极端最高气温42.0℃,极端最低气温-2.0℃。多年平均降水量1170mm,降水多集中于5—9月,占全年雨量的68%,实测最大24小时降雨量177.9mm,最大3日降雨量为195.3mm。多年平均相对湿度83%,最大平均相对湿度99%,最小相对湿度16%。多年平均绝对湿度18.1mb,最大绝对湿度39.5mb,最小绝对湿度3.7mb。多年平均风速1.3m/s,历年最大风速30m/s,最多风向为N。多年平均雷雨日24.3天,多年平均霜日2天,多年平均蒸发量1040mm。2、径流骑龙河流域的径流主要来源于降水,地下径流补给极少。由于中上游河道切割较深,河流枯季径流较稳定丰富。径流分布与降水季节分布一致。5—10月径流量占年径流的70%以上,最小流量一般出现在12月至次年。骑龙河多年平均流量0.602m3/s,多年平均径流量0.19亿m3。29 骑龙水电站位于大槽河中段一级支流的骑龙河中下段的骑龙桥处,本次径流计算借用邻近流域天堂岩水文站径流资料,通过面积比拟加雨量修移用至骑龙水电站拦水堰址,作为本工程设计径流依据。骑龙水电站拦水堰址处控制流域面积48.1km2,天堂岩水文站控制流域面积350km2,面积均小于550km2,应同属一个气候类型和暴雨区。骑龙水电站拦水堰址处控制流域多年平均降雨量1170.9mm,天堂岩水文站控制流域多年平均降雨量1175.1mm。3、泥沙骑龙水电站工程所在流域无实测泥沙资料,拦水堰进水口处泥沙估算只能根据相邻流域的泥沙资料,并结合本流域的实际情况选用,从《四川省水文手册》上查得拦水堰址处的多年平均侵蚀模数m。=520T/km2。因流域内植被覆盖良好,岸坡比较稳定,洪水发生泥沙并不严重,所以坝址以上流域多年平均侵蚀模数选用500T/km2。求得骑龙电站拦水堰以上悬移质输沙量为0.24×105T。骑龙河属山区性河流,河床由块石、砾石组成,推移质占悬移质的10%,故骑龙电站拦水堰以上的年输沙总量为0.264×105T。骑龙水电站拦水堰址处的年输沙总量为0.264×105T,多年平均含沙量为1.39kg/m3,输沙率为0.84kg/s。4建设项目取水水源论证4.1论证区域水资源量拦水堰以上多年平均流量0.602m3/s,多年平均来水量0.19亿m3,多年平均径流深730mm。本次设计P=90%的保证流量为0.27m329 /s,保证出力352kW。选用总装机容量950kW是保证出力的2.7倍,符合装机容量的倍比系数2.0—3.5之间选定机组的要求。工程区所在河段无点污染源分布,水质良好,按《四川省地面水水域功能划类管理的规定》,本河段属于Ⅲ类水域功能区。4.2不同保证率的来水量,可供水量及取水可靠程度骑龙水电站所在流域无实测水文资料,邻近流域小槽河流域设有天堂岩水文站。骑龙河流域与小槽河流域相邻,流域形状基本相似,平均海拔高程接近,面积均小于550km2,同属一个气候类型和暴雨区,森林植被的分布及种类基本相同,下垫面基本一致。小槽河、骑龙河均位于两省交界处,为经济不发达地区,人类活动影响均较小。小槽河流域和骑龙河流域都由降水形成,其特性很相似。因此,根据水利水文规范借用小槽河流域实测水文资料,分析计算移用至骑龙水电站工程所在流域,作为工程设计依据。骑龙水电站坝址控制流域面积48.1km2,径流计算时,保证计算径流与实际接近,故扣除了贵州境内两个水库控制流域面积22.1km2后,按26km2计算径流量。骑龙电站坝址控制流域多年平均面雨量1170.9mm,天堂坝水文站控制流域多年平均面雨量1175.1mm,面雨量非常接近,因此雨量不作修正。只将天堂岩代表年逐日平均流量按面积比拟移算到骑龙水电站工程拦河堰处,即获得骑龙水电站拦河堰处丰(P=90%)平(P=50%)枯(P=10%)三个设计代表年逐日平均流量成果。29 根据天堂岩各时段分析计算成果,按照典型年选择原则,分别选出1989年、1986年、1993年作为天堂岩站丰(10%)、中(50%)、枯(90%)典型年。进行年及各枯水时段同频率缩放,得出天堂岩站三个代表年的逐日平均流量。将天堂岩站代表年逐日平均流量按面积比拟加雨量修正方法移算到工程坝址处,即获得骑龙水电站坝址处丰(10%)、中(50%)、枯(90%)三个设计代表年逐日平均流量成果。三个设计代表年逐日平均流量成果见下表:29 年发电量430.06万kWh由上表可知,在三个设计代表年,电站取水量均有保证。4.3对周边地区及其它用户的影响工程区内占地面积小,无重点的保护文物古迹,无耕地,不涉及移民安置。用水区间只有五户居民生活用水和8亩水田灌溉用水,其余居民饮用水为地下水。在环境方面,自然、生物、社会对工程引用水区间无特殊用水要求,因此无制约工程兴建的重大环境因素。4.4取水口设置的合理性拦水堰处出露地层为第四系全新统(Qh)冲、残坡积亚砂土,亚粘土及崩塌块石,分布于河床及两岸坡,厚度0—3.5m;白垩系夹关组下段(K2J1)紫红色、砖红色长石石英砂岩夹泥岩,下部可见2m厚的砾岩;侏罗系蓬莱镇组下段(J3P1)紫红色泥岩夹浅灰色长石石英砂岩,泥岩分布在河谷岸坡,砂岩出露在坝基河滩和坝下游陡岸边,倾向SE128°,倾角5°,表面风化节理较发育,在堰后堰坎边可见一组NW—SE向开口3—5cm左右的裂缝,但此层砂岩强度好,承载能力强,能满足拦水堰对基础的要求。5建设项目用水量合理分析5.1建设项目用水过程及水平衡分析(1)用水过程电站用水过程为引水发电,生活区用水与当地居民用水相同。(1)水量平衡分析29 电站日平均引水量为29775m3,生活区用水为3.06m3。生活用水仅占总水量的0.09‰。5.2产品用水定额,生活区用水定额及用水水平分析电站多年平均发电耗水率为1.946m3/KW·H。日平均引水量为29775m3,生活区用水率按国家标准计算,为3.06m3/天。6建设项目退水情况及对水环境影响的分析6.1退水系统概况电站退水系统为发电退水和生活废水排放,发电退水以尾水的形式直接排放入下游河道,水轮机、厂内生产的废水,由排水沟排至渗漏集水井,再通过排水泵排至下游,生活用水经生化处理达标后排人下游河道。6.2污染物排放浓度,总量及达标情况电站污染物主要为生活区污水,以人均日用水量计算,为3.06m3/天,总量仅为电站日平均引水量的0.09‰。根据《中华人民共和国国家标准污水综合排放标准》GB8978-1996,第一类污染物最高允许排放浓度见下表:29 7.2对其它用水用户的影响由于附近大部分居民的生活用水全部来自于地下水,只影响5户22人的生活用水,所以骑龙电站的用水不会对居民生活用水造成大的影响。但是由于8亩水田的灌溉是采用的河水,电站的修建会对灌溉用水会造成一定的影响。8水资源保护措施一、电站环保管理机构应在该工程开工的同时成立并开展工作,要加强对整个河流的生态系统,如水土流失、渔业状况、防护林建设等工作的检查,并及时通报各级行政职能部门协助管理。二、除考虑针对工程兴建所进行的各单项因子进行监测外,还应对整个河流两岸的生态系统有一个统一的监测措施,包括水环境、生物组成及变迁、气候变化等。三、为涵养水源、减少水土流失,应加强该流域森林资源的保护,并切实做好工程施工地植被的恢复工作。四、施工迹地整治、覆土和绿化必须纳入工程竣工验收内容,确保该项措施的落实。9影响其它用水户权益的补偿方案电站的引水渠道留有出水口,按原受影响渠道流量补农户生活用水和灌溉用水。29 10水资源论证结论10.1建设项目取水合理性骑龙电站总装机容量950kW,多年平均年利用小时数为5477h,保证出力371kW,多年平均年发电量520.29万kW.h。拦水堰以上多年平均流量0.602m3/s,多年平均径流量0.19亿m3。电站平均发电耗水率为1.946m3/KW·H。10.2取水水源量,质的可靠性工程地质在河段为山区性河流,无点污染源分布,水质良好,按《四川省地面水水域功能划类管理的规定》,本河段属于Ⅲ类水域功能区。流域面积48.1km2,多年平均流量0.602m3/s,多年平均径流量0.19亿m3。电站年平均取水量为0.1087亿m3。水质与水量在设计丰水年、平水年和枯水年均有保证。10.3退水情况及水资源保护措施电站退水分为发电尾水退水和生活用水排放。均符合国家标准。水资源保护措施如下:一、电站环保管理机构应在该工程开工的同时成立并开展工作,要加强对整个河流的生态系统,如水土流失、渔业状况、防护林建设等工作的检查,并及时通报各级行政职能部门协助管理。二、除考虑针对工程兴建所进行的各单项因子进行监测外,还应对整个河流两岸的生态系统有一个统一的监测措施,包括水环境、生物组成及变迁、气候变化等。综合分析其与工程的相互依赖性、制约性,及时制定相应的环保对策。29 三、为涵养水源、减少水土流失,应加强该流域森林资源的保护,并切实做好工程施工地植被的恢复工作。四、施工迹地整治、覆土和绿化必须纳入工程竣工验收内容,确保该项措施的落实。10.4结论随着工农业生产的快速发展和人民生活水平的不断提高,为了解决解决×××电力供需矛盾,拟建骑龙电站。电站投入运行后,有利于缓解当前电力紧张局面,将对全县经济的繁荣和发展起到重要的促进作用。电站的设计取水水源,设计取水量均有保证。退水情况良好,并对其它有影响的用水户制定了相应的补偿方案。始终把水资源充分利用、保护环境、确保电站长期、经济和安全运行放在首位。水资源利用效率高,退水水质达到《污水综合排放标准》,可满足流域的水资源保护和综合利用的目标。经对工程水资源的论证分析,兴建骑龙电站是可行的、合理的。29'
