'明光市油气污染治理工作实施方案各储油库、加油站：为进一步改善我市大气环境质量，防治汽油在储存、运输和销售过程中挥发产生的油气污染物（VOCs）对大气环境、人体健康带来的危害，根据安徽省大气污染联防联席会议办公室《关于印发安徽省燃煤小锅炉污染整治工作等四个工作方案的通知》（皖大气办〔2014〕10号）、和《安徽省加快储油库、加油站和油罐车油气污染治理工作方案》要求，结合本市实际，制定本方案。一、工作依据《中华人民共和国大气污染防治法》、《中华人民共和国安全生产法》、《中华人民共和国消防法》、《国务院关于印发大气污染防治行动计划的通知》（国发〔2013〕37号）、《储油库大气污染物排放标准》（GB20950-2007）、《加油站大气污染物排放标准》（GB20951-2007）、《》《关于加强储油库、加油站和油罐车油气污染治理工作的通知》（环办〔2012〕140号）以及《安徽省人民政府关于印发安徽省大气污染防治行动计划实施方案的通知》（皖政〔2013〕89号）。二、工作目标1、按照“安全有序、稳步实施、系统推进”的原则， 2014年11月30日前完成全市现有储油库、加油站油气污染治理工作，达到国家相关要求，确保达标排放。2、新、改、扩建的储油库、加油站必须同步实施油气回收治理。三、工作内容（一）准备阶段1、环保部门会同商务等部门摸清辖区内储油库、加油站的数量、规模、位置和是否安装油气回收设施等基础信息，并建立管理台账。2、根据国家相关标准及本方案要求，各储油库、加油站合理安排油气污染治理工作的时间进度，制定油气污染综合治理方案，并于5月底前报环保局备案。（二）治理阶段1、市环保局根据本地区油气污染治理工作进度安排，督促各业主单位按时上报改造治理计划并组织实施。油气污染综合治理改造涉及建设项目审批事项的，应按照有关规定，经县级以上相关部门审批后方可组织施工。2、加油站的油气污染治理改造工程必须在不影响地区油品稳定有序供应的前提下，有计划地分期分批实施，按时保质完成，避免因改造工程安排不当而对经济社会发展的正常用油造成影响。 3、油气排放污染治理装置或设施须通过具备相应资质的相关认证机构的认证。油气排放污染治理的设计和施工单位必须具备相应资质，并按相关法律法规的规定程序组织实施。4、加油站油气回收治理过程中，应按照《爆炸性环境用防爆电气设备》（GB3836）系列标准及相关文件的要求，做好防爆电气改造，落实好治理过程中防爆、防火工作。5、加装油气回收装置（系统）不得影响税务、计量、消防、车辆安全等性能。涉及税务、计量、消防（包括安全距离）、建设、规划、安全运输、安全生产等问题的，按国家现行有关法律法规的规定执行。6、各业主单位为油气污染治理的责任主体，应按照一站（库/车）一案的原则，逐站（库/车）上报治理改造技术方案和设计施工图，并于5月底前将相关整治方案和设计施工图上报环保局。7、各业主单位应一次完成回收治理改造，凡加油站场界距离民宅建筑50米以内的，应预留油气排放在线监测系统接口；凡汽油年销售量大于8000吨的加油站，应安装油气排放在线监测系统和油气二次回收处理设施，并与环保部门监测系统对接；其他有条件的加油站也应安装油气排放在线监测系统和油气二次回收处理设施。治理后仍不达标或影响居民生活的加油站必须加装油气后处理装置。8、环保局会同安监、消防、商务、市场监督管理 等部门联合开展加油站油气污染治理工作。（三）验收阶段1、完成油气污染治理的业主单位，可向市环保局提出环保达标验收申请。环保局会同安监、消防、商务、市场监督管理等部门依据相关技术要求，及时组织环保达标验收。2、加油站污染物排放验收要严格按照《储油库大气污染物排放标准》（GB20950-2007）、《加油站大气污染物排放标准》（GB20952-2007）、《储油库、加油站大气污染治理项目验收检测技术规范》（HJ/T431-2008）以及省、市有关验收要求进行。四、进度安排（一）摸底调查：2014年5月底前商务部门协助环保部门完成本市储油库、加油站布点及油气污染是否开展治理基本情况，并向储油库、加油站宣传国家、省、市开展油气污染治理有关精神。（二）制定计划：2014年5月底前各业主单位按照相关要求制定改造治理计划，报环保局。（三）治理改造：从2014年6月1日至10月底完成对中石油、中石化加油站、社会加油站已建成储油库、加油站油气污染综合治理工程；对新建、改建、扩建的储油库和加油站要落实油气污染治理设备等相关内容，否则，环保部门不予通过其建设项目环境影响评价审批和环保“三同时” 竣工验收。（四）检查验收：2014年11月1日至30日，环保部门牵头组织相关部门按照油气污染治理有关法律、法规和标准，完成油气回收治理任务。（五）监督执法：环保部门同步开展油气污染治理的监督执法工作，对已完成油气污染治理的储油库和加油站，环保部门将采取定期检查和现场抽查的方式，加强油气污染治理设备或设施的运行监管。五、保障措施（一）加强组织领导油气污染治理是一项系统工程，涉及多个单位和多项工作，各部门要积极按照市政府统一部署，形成和其他单位共同配合、积极参与的协作机制，指定专人负责该项工作，做到责任到位，措施落实。按要求及时报送工作进展信息、简报等治理活动资料，并严格按照本市大气污染防治联席会议要求完成治理目标任务。（二）积极营造氛围充分发挥媒体作用，开展宣教工作，让广大油品经营单位和民众充分了解油气污染治理的意义，定期公布油气污染治理工作进展情况，动员全社会关注加油站和油罐车油气污染治理工作。（三）明确时限，强化监督 我市油气污染治理工作领导小组在不影响本辖区油品稳定有序供应的前提下，有计划分批组织实施。对已建成储油库、加油站未按时完成配套油气污染综合治理工程的，环保部门要采取限期改正等措施，并将相关情况抄送同级商务部门；对不按要求实施油气污染治理且超标排放的业主单位，环保部门将根据《中华人民共和国大气污染防治法》有关规定，予以业主限期治理和相应经济处罚。未经环保部门验收通过的，商务部门不予通过成品油零售经营资格年度审核。对新建、改建、扩建的储油库和加油站未按要求落实油气污染治理的，环保部门不予通过其建设项目环境影响评价审批和环保“三同时”竣工验收，商务部门不予许可成品油零售经营资质或不予通过成品油经营企业年度检查。2014年5月3日
