SocialImpactAssessmentReportofWorldBankProjectAbstractThisprojectisthefirstWorldBankloanprojectforagriculturalnonpointsourcecontrolinChina.Itiscomposedoffourcomponentsincludingtheenvironment-friendlyfarming,livestockwastemanagement,monitoringandevaluation,capacitybuildingandknowledgemanagement.Thisprojectaimstoenhancethecapacityofagriculturalnonpointsourcepollutioncontrolthroughadvancedmeansofprevention,andreducetheextentofnon-pointsourcepollutionofwaterandsoilinordertoachievesustainabledevelopmentofbothproductionandenvironment.Theprojectinvolvesthreeprefecture-levelcities,sixcounties(cities)and30townswiththousandsoffarmersinandhundredsofenterprises(cooperatives).Thereisawiderangeofsocialimpact,andvariousimplementationaspectsarecloselylinked.Thekeyofasuccessimplementationoftheprojectliesinthewillandattitudeoftheseparticipants.Thegoalofthesocialimpactassessmentistooptimizetheoveralldesignandeffectiveimplementationoftheentireproject.Evaluationteaminvestigatedwithavarietyofsocialsurveymethods(suchasthegroupdiscussion,questionnaires,in-depthinterviews,sitevisitsandcasestudies),toidentifythestakeholderswhilemonitoringandevaluatingavarietyofpositiveandnegativesocialimpactduringthewholeprocessofprojectconstruction.Theteamalsoputforwardideasforoptimizingprojectconstructionandimplementationoftheprograminatimelymannertoensurethestakeholders"righttoknowandparticipateeffectively,andavoidsocialrisksoftheconstructionproject.Thisreportisdividedinto10parts.Thefirstpartisintroductionwhichprovidesanoverviewoftheprojectandtheaccordance,purpose,content,andanalysismethodsofthesocialimpactassessmentreport.Thesecondpartistoidentifytheroleofvariousstakeholdersintheproject.Thethirdtosixthpartistoanalyzethecurrentsituation,problems,thestakeholders"awarenessanddemand,theprocessesandmechanismsoftheimplementationaswellasriskandcountermeasuresofthefoursub-projects.Thesesub-projectsinclude:reducedfertilizerpollutioncontrol,pesticidereductionpollutioncontrol,livestockwastemanagementandconservationtillage.70
SocialImpactAssessmentReportofWorldBankProjectAndthesefourpartsalsoanalysis.Theseventhpartfocusesontheroleofwomen"sgroupsintheproject.Theeighthandninthpartprovidescountermeasurefortheexpectedbenefitsandriskoftheproject.Thelastpartofthereportprovidesideasforthedesignandimplementationoftheproject.Themainconclusionsofthereportareasfollows:1)farmersandorganizationsgenerallysupportthisprojectandholdwelcomeattitude.Theyhopetheprojectcanhelpimprovetheirtechnicallevel,reducecostsandincreaserevenue.Whileenvironmentalprotectionconcernisputonthesecondarypositionandthereisneedtoincreasepromotionalefforts.2)farmersfocusontheeconomicbenefitsoftheprojectandaremoresensitivetothepotentialcostincrease.Thereisneedtoprovidesubsidiestomobilizetheenthusiasmoftheseparticipantstousetheproposedproductsofthisproject.3)thedifferentstakeholdersincludinggrower,retail,cooperativesandcompaniesholddifferentmodeofproductionandusehabitsofchemicalfertilizerandpesticide,thustheyshouldbetreatdifferentlyinthetechnologysupportprogramsandsubsidyprograms.4)farmersgenerallyconcernedaboutthefairnessoftheprojectandhopethattheprojectwillbeconductedinanopen,fair,andtransparentmanner.5)thebottom-upparticipatoryruralresearchmethods,whichhelpsthefarmerstospeaktheiropinion,complementedtheshortcomingofthetop-downdesignoftheprojectandenablestheprojecttobemoreoperationalandpractical.6)theimplementationoftheprojectneedtopayspecialattentiontotheissuesofwomen"sgenderandthevulnerabilityofsmallfarmers,anddevelopspecialtrainingprogramsforwomenandsmallfarmerstomeettheirneeds.7)ithavebeenidentifiedthatforthetownsinthefirstsub-project,andthe150farmsinthesecondsub-project,thereisnoaboriginalissues,basedoncurrentlyavailableinformation,therewillbenoresettlementissuerelatedtoaborigines.70
SocialImpactAssessmentReportofWorldBankProjectPart1:Summary1.1Projectoverview1.1.1ProjectbackgroundSincethereformandopeningup,China"seconomicrapiddevelopmentincreasedthedegreeofdevelopmentandutilizationofwaterresources,however,waterenvironmentprotectionandrepairworkisrelativelyslow,thewaterenvironmentalissueshavebecomeincreasinglyprominent.Dataindicatethatagriculturalnon-pointsourcepollutionisthemajorpollutionsourcesofwaterenvironmentinChina.GuangdongProvinceisamajoreconomicandagriculturalprovince,butinrecentyears,withtheincreaseinpopulationandtherapiddevelopmentoftheruraleconomy,agriculturalnonpointsourcepollutionsituationbecameverygrim.Itisnotonlyaseriousthreattotheecologicalenvironmentsecurity,whichrestrictstheefficiencyofagriculture,butalsoathreattohumanhealth.Aftercalculation,theprovince"sagriculturalCODcontributesfor40%oftheprovince"stotalpollutantemissions,ammoniaemissionsaccountfor42%oftheprovince"stotalemissions.AgriculturalnonpointsourcepollutionhasbeendirectlyrestrictingthesustainablesocialandeconomicdevelopmentofGuangdong.Therefore,agriculturalnonpointsourcepollutioncontrolhasgreatsignificanceinbothpromotingtheagriculturalstructureadjustmentofGuangdongandimprovingproductionconditionsaswellastheagriculturalecologicalenvironmentinruralareas.1.1.2ProjectpurposesThisprojectisChina"sfirstWorldBankloanprojectinagriculturalnonpointsourcepollutioncontrol.Itsgoalistosystematicallyreducetheextentofnon-pointsourcepollutionofwaterandsoilthroughcomprehensivepreventionandcontrolmeansandtopromotetheestablishmentofagriculturalnonpointpollutioncontrolsystemthroughcapacity-building,knowledgemanagement,monitoringandevaluation.Ultimately,Guangdongresidentscanenjoyeconomic,socialandecologicalbenefitsfromagriculturalnon-pointsourcepollutioncontrol,thustheoverallwell-beingisenhanced.70

SocialImpactAssessmentReportofWorldBankProjectThesocialimpactassessmentfocusesonthemainbodyofimplementation(farmers).Byconductinginvestigationamongfourmajorstakeholders(projectorganizationmanagers,mainbodyprojectimplementation,mainbodyoftechnicalsupportandotherrelatedpublicparticipant)(seeTable2),wefoundthatthewillingnesstoparticipateintheprojectisthekeyofasuccessimplementation.Inaddition,duringtheinterviewsforstakeholders,vulnerablegroups,suchaswomenandpoorgroupsweregivenspecialattention.Basedontheopinionoflocalresidents,theinvestigationteamwouldputforwardviewsandsuggestionsonimplementationoftheprojectassocio-economictechnologicalsupportfortheproject,whichincludesthefollowingtwoparts:(1)theprojectdesignrecommendations;(2)theorganizingabilityofprojectaffectedarea.Theteamwouldformulate"communityinvolvementManual",whichistoensurethefullparticipationofstakeholdersintheconstructionoftheproject,helpthemtobeabletobenefitfromtheproject,aswellasmergingwithotherdevelopmentopportunities.1.2.3SocialimpactassessmentmethodBasedtheobjectivesabove,thesocialevaluationteamusesdifferentmethodsincluding:dataanalysis,sitesurvey,arandomsamplesurvey,thefollow-upsurvey,toconveneavillagemeeting,opensemi-structuredinterviews,stakeholderinterviews,matrixanalysismethodtocollectinformationonproductionandlivingconditionsintheprojectimpactarea,statistics,analyzesandothermethodsforevaluation.Thesemethodsensuretheparticipationofdifferentstakeholdersandfarmersundertheprincipleofvoluntarinessandequality.Inthewholeprojectarea,promotioninformsofquestionnaire,bulletins,conferencesandmeetingswasmadefortherelevantgovernmentdepartments,villagesaswellasfarmers,sothatasmuchpeopleaspossiblewasabletounderstandthepurpose,contentandoperationalproceduresoftheprojecttoensurethesmoothimplementationoftheproject.(DetailedworkmethodprogramsseeAnnex1)1.2.4TechnologyroutesandAnalysisframework(pleasfindtheENVersionatAnnexII)70

SocialImpactAssessmentReportofWorldBankProjectmeettheneedoffarmersofdifferentlearninghabit.uOpinionsaboutpollution:Accordingtothequestionnaire,mostfarmersareawareofthewaterpollution,whileabout30%offarmersresponded“Idon’tknow”.Theawarenessofpollution,itspathwaysandhazardswouldinfluencetheparticipationoftheprogram.Therefore,morepromotionamongthefarmersabouttheprojectisneeded.2.1.2LargescalegrowerThegrowerisanimportantpartoftheprojectpromotion.Growersofcertainscalehavestrongerabilityandmoreenthusiasmtoacceptnewtechnologyinvolvedintheproject,Therefore,bypromotingamongtheseentrepreneurialgrowersorretailgrowers,theimplementationofprojectcanbemadeeasy.2.1.3RetailgrowersGenerallyspeaking,growersaremoreenthusiasticabouttheproject.Buttheyarestillreluctanttoacceptthenewtechnologies.Accordingtothesurvey,thisisbecausemostretailgrowersareolderinageandhavesmallergrowingarea,sotheyarenotsensitivetogrowingcostchangeof10%-20%.Becausetheprojecthasonlyalimitedinfluenceonthem,theyarenotveryenthusiasticabouttheproject.2.1.4EntrepreneurialgrowersBecausetheenterpriseshavemorefundsandmachines,theyaremoremotivatedtoacceptnewtechnologiesandthusmoreinvolvedintheproject.Thelargescalegrowersarethekeytargetofthepromotionandtrainingprogram,andthiswouldhelptoachievebetterimplementationoftheproject.2.2OrganizationmanagersLocalgovernmentdepartments,suchasthedepartmentsofcounties,towns,villages,aretheinitiatorandorganizerofthisagriculturalnon-pointsourcepollutioncontrolproject,theyhavealargerroleandguidingforceingovernancetheearlystageandtheentireprocessoftheproject,thequalityofdecision-makingandgovernancewoulddeterminethemethodanddirectionoftheproject,anditsabilitytoregulateandcontrolthesocio-economicenvironmentoftendeterminesthefinaleffectsofthe70
SocialImpactAssessmentReportofWorldBankProjectproject.uAgriculturaldepartmentofGuangdongDepartmentofAgricultureofGuangdongactsasamacroguidanceandpolicymanagerstoparticipateintheWorldBankproject,itistheprojectcoordinatorbetweentheproject,thecompanyandthefarmers.ItwilloverseetheWorldBankagriculturalnon-pointsourcepollutioncontrolprojectandtaketheresponsibilitytoensurerepaymentobligations.uAgriculturaldepartmentandbureauoftownsAsthemajororganizerintownlevel,DepartmentofAgricultureineachtownisdirectlyinchargeoftheoperationoftheproject.Generally,thedepartmentwouldinvolveintheprojectasacoordinatorbetweentheprojectandfarmers.Andtheyarealsothemainstakeholderoftheproject.Amongthe30townsinvolvedintheproject,twotownshavepreviousexperienceofrelatedagriculturalpromotionWorldBankproject.Thesedepartmentshaveaccumulatedcertainexperienceintheprojectoperation.Theservicecenteroftownwouldactasabridgebetweengovernmentandvillagers,agriculturedepartmentandvillagersandbetweenthedifferentvillagers.uCurrentproblemAccordingtothesurvey,thegovernmentsareveryconcernedabouttheproject.Duetotheenthusiasmofthetowns,townsbegantocompetewitheachother.Theyregardbetterenvironmentasthebiggesteffectoftheproject.Howeverwealsoknowfromtheinterviewthatintheprocessofpromotingtheproject,thegovernmenthasvariousdifficultiesincluding:1)lackofexperience。Becausethisworldbankprojectinthefirstagriculturalnon-pointpollutioncontrolprojectinChina,thereisnopreviousexampletolearnfrom.Experienceaboutoperationandtechnologicalroutesislaking;2)lackoftechnologyexperts。TakeEnpingasanexample,althoughEnpingisamajoragriculturecity,thenumberofagriculturalexpertsisfarfromenoughanditmakestheimplementationofprojectveryhard3)theagricultureenvironmentmonitoringsystemisnotperfect,;theenvironmentalprotectionabilityintermsofbothfacilityandlaborresourceneedtobeimproved4)people’sunderstandingofprojectneedtobeimproved。;Somefarmersandagricultureorganizationhasvagueunderstandingofthesignificanceoftheproject,andthishasnegativeimpactontheproject5)difficultyinpromotingnewtechnology.Firstly,70
